America’s 10-largest metro areas combine for 34 percent of total gross domestic product, and some 80 percent of the nation’s 5,000 fastest-growing businesses are in large urban areas. Simply put, cities are crucial to driving growth and innovation.
Yet cities also offer unique policy challenges. Some places, such as Silicon Valley and New York, generate a lot of innovation, but restrictive policies make them inaccessible to many Americans who would want to move there. Other cities have the opposite problem and are struggling to attract the businesses and workers they need to thrive. How can policymakers — at all levels of government — best handle these challenges in the 21st century, particularly in the aftermath of the COVID-19 pandemic?
