Kurt Volker, the former U.S. special envoy to Ukraine, and Tim Morrison, a former White House official who served on the National Security Council, testified to House lawmakers Tuesday as part of the impeachment inquiry into President Trump. Volker emphasized that in evaluating U.S. policy toward Ukraine, he had not recognized a connection between investigating possible corruption at the Ukrainian company Burisma and investigating former Vice President Joe Biden, but that he understands now that Trump saw the two efforts as “equivalent.” Morrison, who listened to the July 25 call between Trump and Ukrainian President Volodymyr Zelenskiy that is at the center of the investigation, testified that nothing on the call concerned him.
