A shooter opened fire at a municipal center in Virginia Beach on Friday, killing 12 people and wounding at least four others, according to police.
The heavily armed gunman was a 15-year employee of the public works department, was still employed at the time of the massacre and had a pass to enter the secure inner offices and conference rooms, officials said Saturday.
