The war in Ukraine has awakened the old demon of the use of nuclear weapons: only three days after the beginning of the Russian “special military operation,” Vladimir Putin ordered his military to put deterrence forces on “special mode of combat duty.” A bluff maybe, but the Russian military doctrine says that Moscow could use nuclear weapons in a conventional war that threatens the existence of the Russian state. As major nuclear-weapon countries – Russia, China and the United States in particular – are modernizing their arsenals and developing new delivery vehicles, and against the backdrop of deepening great power rivalries, the Russo-Ukrainian war has tilted the Doomsday Clock dangerously close to midnight.
The Webster Geneva Global Dialogue (WGGD) conference series brings together Benoît Pelopidas and Pavel Podvig to discuss the renewed recognition of a sad reality: the world lives under the nuclear threat. Among others, questions around which the debate will revolve include: What roles does the Russian nuclear threat play in the conflict in Ukraine? Is the threat dedicated only to deter NATO involvement, or also to coerce Kyiv? Is an escalation crossing the nuclear threshold conceivable? More generally, are nuclear-weapon states shifting from nuclear deterrence to nuclear coercion or Countervailing Strategy, blurring the line between conventional and nuclear wars? And what will be the impacts of the “reappearance” of the nuclear threat on the debate about nuclear vulnerabilities and on the Non-Proliferation Treaty and Nuclear Weapon Ban Treaty, which review conferences are forthcoming?
