"Hu essentially got what he was after, he wanted certain people to be elevated, individuals who he could trust, allies that essentially think the same way that he does. But the idea that these new people who have come in are going to bring about large scale change simply isn't in the cards right now. These folks have to learn their job at the top and they have to go relatively slowly because there is opposition for them."
